Power Plant. The TAHR was originally approved as part of the Seneca II -W Permit No. <br />C1982 -057 and was transferred to HGT as part of PR -01 (approved 12/4/2011). <br />The TAHR begins at the junction with HGLF -HRI at approximate station 25 +90 located <br />before the original entrance gate (see Exhibit 12 -2 and 12 -5A) and proceeds westward <br />approximately 4.1 miles to the intersection with Routt County 5 1 B on the coal haul entrance <br />to the Hayden Station. All salvageable topsoil was removed from the disturbance area and <br />stockpiled. Table 12 -1A contains the ditch designs summaries for the road ditches while <br />Table 12 -2A contains the culvert design summaries. Appendix 12 -6 contains the details of <br />the design and the as-built report. The plans and profiles are shown in Exhibit 12 -6, Tie - <br />Across Haul Road As -Built (8 sheets). <br />Access Road: Access road HGLF -ARl was originally constructed by the previous <br />owner /operator /permittee H -G Coal Company. The access road is approximately 20 to 30 <br />feet wide; drainage from the road is controlled by Ditch No. 1 and the Leach Field SAE. <br />HGTI was unable to locate any design or construction documentation in the project files, <br />however it is assumed that the road was designed and constructed in accordance with <br />CDRMS regulations as describes in Appendix 12 -3. HGTI conducted a survey of access <br />road HGLF -AR1 in May 2006. The survey data were used to develop a profile of the <br />existing conditions. The profile is presented in Appendix 12 -5 as Dwg. 12 -5C, Facilities <br />Area Access Road Plan and Profile. This appendix was prepared in accordance with Rule <br />4.03.2(1)(f)(ii), which allows a relevant showing in lieu of certification of design and <br />construction for roads constructed prior to August 1994. As such, the certification on Dwg. <br />12 -5C only pertained to the existing conditions. HGTI assumed that because there had been <br />no CDRMS concern or issue in past monthly compliance inspection reports or other permit <br />reviews since 1992, the access road is in compliance with performance standards of Rule <br />4.03.2. <br />The access road was reclaimed along with the facilities area in 2011 except for a short <br />section, approximately 200 feet, which serves as access to the office trailers and parking lot. <br />See Exhibit 12 -2, Surface Water Control Map, for plan view of the remaining portion of the <br />road. <br />Railroad Spur and Loop: The Hayden Gulch railroad spur begins approximately 0.3 miles <br />east of the easterly city limits of Hayden, Colorado. As shown on Exhibit 12 -1, it extends <br />approximately two miles in a southerly direction to the recently reclaimed coal handling <br />facilities area. The approximately track length is of the spur and rail loop 3.3 miles (17,400 <br />linear feet). The purpose of the of the railroad spur is to provide a connection to the existing <br />Union Pacific mainline track for transporting coal in rail cars in/out of the Hayden Gulch <br />Loadout area. A reprint of the Railroad Spur Typical Section is shown as Figure 12 -2, <br />Profile and Section for Railroad Spur (this figure was originally included in the H -G Coal <br />Company permit package [Permit C -80 -003; Volume 11 Exhibit J]). <br />The railroad spur alignment begins with an eastbound connection to the Union Pacific <br />mainline trackage and heads in the southerly direction, crossing Highway 40 approximately <br />1,500 feet east of the Hayden, Colorado city limits. The railroad spur alignment continues in <br />a southerly direction paralleling the east side of Routt County Road 37, and crosses the <br />TR -10 11 Revised 02/13 <br />
