Box 467 <br />Executive Director <br />Golden, CO 80402 <br />Loretta Pineda <br />Director <br />RE: Keenesburg Mine, Permit C- 1981 -028 <br />2012 Annual Reclamation Report, Review <br />Dear Mr. Moline: <br />The Colorado Division of Reclamation, Mining, and Safety (Division) has reviewed the above referenced report. <br />The results of the review are summarized below. <br />Coors Energy Company (CEC) submitted the 2012 Annual Hydrology and Reclamation Report for the <br />Keenesburg Strip Mine (permit C- 1981 -028) on February 27, 2013. On page 117 of the permit application <br />package (permit), CEC has committed to submitting this report by the end of February each year. The filing date <br />of the ARR is in compliance with the approved permit. The hydrology portion of this report is still being <br />reviewed by the Division. The remainder of this letter addresses the Annual Reclamation Report (ARR) portion. <br />No new areas at the Keenesburg Strip Mine were disturbed by CEC operations in 2012. Area 25 was re- worked <br />in 2012. A six inch layer of topsand was spread across Area 25, followed by an application of Bio -comp. Area <br />25 was seeded on October 9, 2012. No other areas were seeded or interseeded in 2012. CEC continued to place <br />ash and spoil cover in B -Pit. <br />CEC reports that in 2012 the Keenesburg mine had a total of approximately 435 disturbed acres. Of these <br />disturbed acres, 248 acres had been backfilled and graded by the end of 2011. No new areas received topsoil (aka <br />topsand) in 2012, keeping the total topsoiled acreage to 248 acres. However, as described above, additional <br />topsand was added to Area 25. The total seeded area is 251 acres (this includes a two acre area that has <br />subsequently been Phase III bond released and then removed from the permit area during TR42). Page 112 of the <br />report indicates the mine elected to use the state plane system for their survey methods thus changing their <br />acreage totals slightly. Overall it appears this reduced their acreage reported to have been disturbed, backfilled <br />and graded, topsoiled and seeded by about one acre. However, it does not appear their acreage reported to have <br />been bond released have been modified based on the new survey system. <br />DRMS approved a Phase III bond release, SL -06, for 42.29 acres in January 2012.
