Initial development activities will specifically include development <br />and placement of long -term support for a 3 -entry rock -slope access, development of up to six sets of <br />gate -roads and bleeder entries to support future longwall development, and related ancillary activities, <br />including underground dewatering activities and extension of mine ventilation and support systems. <br />The rock slope access will extend approximately 670 feet from the existing 5 -Main North Entries <br />down to the Wolf Creek Coal Seam at a 12 percent grade. The first 130 feet of the rock -slope will <br />include steel arch supports and a multi -plate liner for supplemental support. The remainder of the <br />rock -slope will be driven in competent rock using conventional supports (resin - grouted roof bolts and <br />steel mesh). Initial development activities will not include any additional longwall mining and <br />therefore, will not result in any incremental surface subsidence. TC is proceeding with the additional <br />exploration drilling, mine plan development, and subsidence evaluations necessary to support <br />preparation of a Permit Revision addressing the longwall mining activities and any additional future <br />development and anticipates submittal of the Permit Revision application in second quarter 2014. <br />The proposed plan modifications are necessary to facilitate ongoing mining operations for the Foidel <br />Creek Mine and provide for a smooth and timely transition from the current mining operations in the <br />Wadge Coal Seam to development and mining of the recoverable Wolf Creek Coal Seam reserves. <br />Approval is being requested for development of up to six sets of gate -roads and bleeders to assure that <br />mining operations proceed in a timely manner, while the previously referenced Permit Revision <br />application is being processed. Activities under the proposed mine plan modification will be limited to <br />underground continuous -miner development and related ancillary activities, and will not require <br />construction of any new surface facilities. <br />TC has previously mined the Wadge Coal Seam in Panels 2 -Right through 9 -Right in the Eastern <br />Mining District (EMD), and 12 -Right through 24 -Right in the Northern Mining District (NMD). The <br />Wolf Creek reserves, which would be developed under this proposed mine plan modification, are <br />approximately 150 feet below the Wadge Seam, and underlie Panels 8- Right and 9 -Right in the EMD <br />(TC is pursuing a Federal Lease Modification and LBA for these areas in parallel with the CDRMS <br />permitting efforts) and Panels 12 -Right though 19 -Right in the NMD. Gate -road and bleeder <br />development will utilize the same equipment and methods that have been used for historic and ongoing <br />
