Interoffice Memorandum <br />To: Rob Zuber <br />From: Zach Trujillo <br />Subject: Colowyo — Third Quarter 2013 West Pit Fill Monitoring Report <br />Date: 1/27/2014 <br />••• <br />After my review of the Third Quarter West Pit Fill Monitoring Report for the year 2013, 1 find the report in compliance <br />with the following rules: <br />1. 4.09.1(11)(a) —The fill was inspected for stability by a registered engineer during the placement and compaction <br />of fill materials. <br />2. 4.09.1(11)(b) —The qualified registered engineer provided to the Division a certified report within two weeks <br />after the inspection that the fill is being constructed as specified in the design approved by the Division. The <br />South Taylor Fill was inspected on September 17, 2013 and the Quarterly Fill Monitoring Report was received by <br />the Division on October 7, 2013. No appearances of instability, structural weakness, and other hazardous <br />conditions were noted in the inspection report. <br />3. 4.09.1(11)(c) — Rule 4.09(11)(c) is no longer applicable during this stage of fill construction. <br />It was noted that there was a change in elevation decrease of 0.202 feet when compared to the June 19, 2013 data. Due <br />to personnel and equipment changes between the second and third quarter inspections, they concluded it to be human <br />error in the second quarter measurements. I would recommend that when the Division reviews the 2013 Fourth Quarter <br />West Pit Fill Monitoring Report to ensure Colowyo's assumption is correct and that there is not a continued trend of <br />elevation reduction due to settlement. <br />The 2013 Third Quarter West Pit Fill Monitoring Report for Colowyo Mine meets all rules required by the Division.
