Based upon the results of our <br />initial exploration drilling during 2013, Oxbow has applied to the BLM for an additional exploration <br />license to drill two additional exploration drillholes north of our original license area. <br />Oxbow has also applied to relocate three currently approved drillholes on the west side of the <br />exploration area so we can obtain additional data about the coal character and structure along the <br />western outcrop of this exploration area (see the enclosed plan maps). <br />In conjunction with drilling activities; in -hole logging, core samples of the roof, coal seam and floor <br />materials will be collected and analyzed to characterize the geotechnical characteristics of the mine <br />roof and floor, as well as determining coal quality of this proposed resource. <br />This NOI modification application submittal consists of the following: <br />• This transmittal letter <br />• An executed modified NOI Application Form <br />• Transmittal letters to the Delta County Planning Dept. and Uncompaghre Field Office of the BLM. <br />• One set of plates showing the location of the proposed additional exploration drillholes, and <br />relocated drillholes. <br />Clearance surveys for cultural and paleontological resources have been completed for the two <br />additional drillholes, but not for the three proposed relocated drillholes. No activities will occur on the <br />relocated drillhole pads or access roads until a cultural resource survey has been completed on <br />these holes. A biological survey has been completed over the entire project area, and the results of <br />
