January 16, 2014 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsand Pile A -3 was stable and vegetated. <br />Topsand Pile A -1 and B -1 were observed. Coors Energy has been hauling topsoil from these piles to a reclaimed <br />portion of the site. They were hauling material from the southern end of the piles. The excavation at the end of <br />the piles have been graded to a gentle slope and appears stable. <br />Topsoil has been placed at the southern end of B -Pit above the latest spoil layer. This area appears stable. <br />Two compost piles have been staged adjacent to the long term spoil area on the south side.
