South Tavlor Fill Inspection Certification <br />On December 10th, 2013, 1 inspected the area in which the South Taylor Excess Spoil Fill is <br />being constructed. This report covers activities associated with both the East Taylor Fill and the <br />West Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this <br />inspection was to observe status of the fill placement. This inspection is necessary to satisfy <br />the requirements of CDRMS Rule 4.09. 10 (1a) and Rule 4.09.1 (1 b). Weather conditions were <br />16 °F and partly cloudy, with 5 -10 mile per hour wind. There was between 5 -12 inches of snow <br />at the time of inspection, with drifted snow in spots. <br />West Taylor Fill with A -A' and B -B' Underdrain Area The toe is filled and sloped to the 7800 <br />elevation and rip rap placement has been completed to the 7695 elevation in the West Taylor <br />West Tributary and West Taylor East Tributary channels. Dumping continues at the 8000 <br />elevation of the Temporary out of Pit Fill, with preparations being made to advance up to the <br />8050 elevation. A small portion of the southeast end of the East Tributary was excavated this <br />quarter between the 7800 and 7915 elevations. This area will require final grading. Topsoil was <br />staged in this area, with a ring ditch and berms constructed around it to prevent sediment <br />transport from the active mining area into the topsoil and regrade area. <br />Flows through the drain continue to contribute inflow to the West Taylor pond. During the prior <br />year, the monitoring piezometer was drilled and completed. The current water level reading of <br />223.3 feet was obtained, a decrease of 0.2 feet from the previous quarter. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. The 8000 bench and all higher benches were inactive during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />I am a Registered Professional Engineer in the State of Colorado. Being familiar with the <br />Colowyo operation, and relying on the information provided to me by Colowyo Personnel, the <br />construction activities related to the West and East Taylor Fill are in conformance, to the best of <br />my knowledge and experience, as specified in the Introductory pages and the associated report <br />found in Volume 13, Exhibit 21, Item 1 and other applicable requirements of the approved <br />permit documents, a portion of CDRMS Permit C -81 -019. <br />� •.....• Fes_ i� <br />f i 47031 r <br />i �� '.1i2 "gyp -1� •' '�" <br />
