C- 1981 -010, operated by Trapper Mining, <br />Inc. I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. <br />Graham Roberts with Trapper Mining accompanied me during the inspection. The weather was partly cloudy and <br />cool. <br />BACKFILL and GRADING — Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.143; Stabilization of Rills and Gullies 4.14.6: <br />Trapper was actively backfilling the Ash Disposal Pit with ash at the time of the inspection. The recently <br />topsoiled area of parcel A -B -13 was partially delineated with t -posts to separate the active disposal site from the <br />reclaimed area. Overall, the Ash Disposal Pit appeared to be in order and in compliance with the approved <br />disposal plan. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09; Placement; Drainage Control; Surface Stabilization: <br />The Horse Gulch Fill was observed. The face of the fill and the drainage features were snow covered. Large <br />slumps or failures were not observed. <br />EXPLOSIVES — Rule 4.08; Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />A parting shot was fired in K Pit near where the Queen Anne dragline was working. All of the required radio <br />signals were followed. <br />FISH and WILDLIFE — Rule 4.18: <br />Large herds of elk were observed throughout the site. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 14 <br />
