Pineda <br />Director <br />The Division has completed a preliminary adequacy review of the technical revision application <br />(TR -84) submitted by Bowie Resources, LLC (BRL) for the Bowie No. 2 Mine. The revision <br />proposes to reconfigure and expand Gob Pile #3, and enlarge Pond J. We have the following <br />comments and questions regarding the application. <br />General Comments <br />1. The Division would prefer that BRL remove all revisions to coverfill and topsoil handling <br />procedures, and instead include these proposals with Technical Revision No. 77, currently <br />under review. The material balance for Gob Piles #2 and #3 are becoming intertwined with <br />the suggestion that excess material from Gob Pile #3 will be used at Gob Pile #2. If BRL is <br />amenable to this suggestion, please request that the Division remove from consideration <br />under TR -84 the revisions to topsoil and coverfill salvage and redistribution proposed on <br />pages 2 and 4 of Volume Xl, Appendix A, and Map 32, and instead provide responses to <br />our adequacy review of TR -84 topsoil and coverfill handling plans under TR -77. <br />Revised Application Pages <br />2. Page 2.05 -12 has been revised with this application. Section 5 — "Gob Piles" could be <br />further enhanced by dedicating one paragraph to each Gob Pile - #1, #2, #4 and #3. <br />Currently, the information on Gob Pile #2 is divided among that for #1 and #4. Additionally, <br />in the first paragraph, the word "existing" is used to refer to #1, and #2 is termed "new ". At <br />this date, those terms are confusing and should be revised. Please update and reorganize <br />page 2.05 -12 so that the information is current and organized by gob pile. <br />3. Please provide revised /additional certification pages for Volume 111, Appendix 8; Volume IX, <br />Appendix e; and Volume XI, Appendix a to include certifications of the revised designs <br />proposed with TR -84.
