I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the Colorado <br />Division of Reclamation, Mining, and Safety (Division) in response to a request for a partial Phase I <br />bond release on a portion of the Trapper Mine, Division permit number C- 1981 -010. The Trapper Mine <br />is a surface coal mine and is permitted and operated by Trapper Mining, Inc. (TMI). The reclamation for <br />which bond release has been requested was conducted in 2013. Trapper Mining Inc. is requesting Phase I <br />bond release on 120.4 acres in the following parcels; A -13-13 (15.6 acres), Z -A -13 (75.4 acres) and K -A- <br />13 (29.4 acres). These parcels are depicted on Map 1 (Sheets 2 to 3) of the SL -15 bond release <br />application. <br />Contents of this Document <br />This document is divided into the following five parts and one attachment: <br />L Introduction <br />IL Summary of the Bond Release Process <br />III. Attachments]; SL15 Bond Release Areas Map; Sheets Ito 3 <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface Coal <br />Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining (Regulations; Rules), and in the Guideline Regarding Selected Coal Mine Bond Release <br />issues, dated April 18, 1995. All "Sections" referenced within this document are contained within the <br />Regulations. Detailed information about the mining and reclamation operations at the Trapper Mine <br />can be found in the Trapper Mine Permit Application Package, which is on file at the Division offices <br />(13 131 Sherman Street, Room 215, Denver, Colorado) and available on the Division web site under the <br />Mining Permit Data (http: / /mining.state.co.us). <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, Inc. (TMI) <br />and is located 6.5 miles south of the town of Craig, Colorado. The specific area to which the proposed <br />bond release request applies is: T5N, R90W, portions of Section 6; T6N, R90W, portions of Section 31; <br />and T6N, R9 1W, portions of Sections 35. <br />Land and Coal Ownership <br />The ownership of the surface land for which the bond release has been requested is private and state. <br />Ownership of the coal that was mined from the bond release area was federal and state. <br />Trapper Mine Page 2 January 2014 <br />SL -15 Phase I Bond Release <br />
