BOX 187 <br />Executive Director <br />Craig, CO 81626 <br />Loretta Pineda <br />Director <br />RE: Trapper Mining, Inc., Permit C- 1981 -010 <br />4t" Quarter 2013 - Horse Gulch Fill Quarterly Inspection Report <br />Dear Ms. Perkins: <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the above <br />referenced report to be in general compliance with the following CDRMS regulations: <br />4.09.1(11) (a) Inspected at least quarterly by a reregistered engineer or other qualified professional specialist <br />in construction of earth and rock-fill embankments under the direction of a qualified engineer <br />throughout the construction. <br />The certified report covers the fourth quarter monitoring period from October through December <br />2013, and the inspections were conducted by yourself, a certified engineer. <br />4.09.1(11) (b) Provide to the Division a certified report within 2 weeks after each inspection that the fill has <br />been constructed as specified in the design approved by the Division. The report shall include a <br />description of any appearances of instability, structural weakness, and other hazardous <br />conditions. <br />The inspection was conducted on December 19, 2013. The Division received the report on <br />December 23, 2013. No instability, structural weakness, or other hazardous conditions were <br />noted during this inspection of the fill. It was noted in the report that the cracks noticed on the <br />top south portion of the fill during the first quarter were sealed and that no additional cracking <br />was observed. Also, two spots above the 7350' elevation level on the south side of the fill <br />showed some additional signs of differential settling. However, there were not any signs of <br />bulging at the tow or any cracking. Monitoring will need to continue in these areas. <br />If you have any questions feel free to contact me.
