Mike Boulay -3- January 6, 2014 <br />introduction in the Bond 2011 & 2012 Phase III Bond Release Evaluation states in part: "In order <br />to maximize the representation of all sites, and minimize the issue of extreme variation within and <br />among sites due to the inherent structure of vegetation communities, a larger number of samples <br />were collected from each of the two units ". <br />The bond release guidelines address bare areas as follows: "Reclaimed parcels which contain <br />areas substantially devoid of vegetation to an extent not observed on properly managed <br />adjacent lands may warrant additional evaluation as to the possible reasons and implications <br />with respect to the post- mining land use and potential for excessive contribution of <br />suspended solids to streamflow outside the permit area." The 2 West Portals (north) would <br />be a good example of a bare area that blends in with the adjacent lands and thus would not <br />warrant additional evaluation. The same would be true for the D -D10 berms and the small <br />area along the southeast edge of the North Portal area adjacent to the Highline Canal. <br />We felt these issues warranted a written response.
