Review of 2011 Annual Reclamation Report
Dear Mr. Bird:
The Division has conducted a review of the Annual Reclamation Report (ARR) submitted for
calendar year 2011 at the King Coal Mine. The ARR has been evaluated with respect to the
requirements set forth in Rule 2.04.13 and commitments made by GCC in Section 2.04.13 of the
permit. We have also compared the 2011 ARR with reports submitted in previous years.
Because the King Coal Mine consists of two geographically separate surface facility areas (King
I and King II), a separate CDRMS ARR form has been routinely submitted for each site. King l
was in operation prior to SMCRA; ARRs for this mine date back to 1991. The King H area was
permitted in 2006, under PR -8. Underground mining operations at King I drew to a close in
2007, and development shifted to King IL
Rule 2.04.13 requires that an ARR be fled by February 15 for the previous calendar year, or
other such date as agreed on. Section 2.04.13 of the permit supersedes this requirement, with a
date of March 1.
The 2011 ARR was received via Email on February 7, 2072, in full compliance with this
requirement.
Rule 2.04.13 states that the ARR shall include, but not be limited to, text, discussion and maps.
Maps of the King I and King II disturbed areas accompanied the ARR forms. This is the first
year that maps have been provided, and they aided greatly in understanding the acreages reported
on the forms. Brief explanations, as described below, should be provided with future ARRs.
2.04.13(1)(a) The name and address of the permittee (GCC Energy, LLC) and the permit
number (C -1981 -035);
The forms included the required information.
2.04.13(1)(b) Location and number of acres disturbed during that year;
For King I, the report listed Last 'Year's Cumulative Total for acreages backfilled &
graded, topsoiled, and seeded as 2.05 acres. This value does not agree with the 0.5 acres
