25.3% relative cover in the shadscale reference area in 2012. 90% of the perennial live cover
equals 5.76 %. The Division finds the shadscale bond release block successful for vegetative
cover for 2012.
Productivity: Shadscale Bond Release Block 2011 & 2012.
Total herbaceous productivity in 2011 on the shadscale bond release block was 516.5 lbs /acres.
The average perennial herbaceous production was 257.7 lbs /acre.
The average total herbaceous production measured in 2011 on the shadscale reference area was
93.41 lbs /acre composed of non - noxious perennial species. The reclamation success standard
requires the reclaimed area to meet or exceed 90% of the total herbaceous production on the
approved reference area at a 90% confidence interval (PAP pg. 12 -23). 90% of total herbaceous
production equaled 83.40 lbs /acre. The Division finds the shadscale bond release block
successful for total herbaceous production for 2011.
Total herbaceous productivity in 2012 measured on the shadscale bond release block was 225.4
lbs /acre. Perennial herbaceous production on the shadscale bond release block in 2012 was
1742lbs /acre.
Total herbaceous productivity measured in 2012 on the shadscale reference area was 27.48
lbs /acre. The reclamation success standard requires the reclaimed area to meet or exceed 90% of
the total herbaceous productivity on the approved reference area at a 90% confidence interval
(PAP pg. 12 -23). 90% of the total herbaceous productivity equals 24.73 lb /acre. The Division
finds the shadscale reclaimed areas exceeded the standard for herbaceous productivity and is
considered successful for 2012.
Woody Plant Density: Shadscale Bond Release Block 2011 & 2012.
The reclamation success standard for woody stem establishment on the shadscale reclamation
areas is 800 stems per acre.
Sampling for woody stem establishment has consistently been difficult to achieve sample
adequacy. Due to the high standard deviation, sample adequacy was not achieved after the
operator had collected 125 samples. SCC used the reverse null approach to demonstrate
reclamation success. The Division finds this approach acceptable. 2011 sample results for
woody stem density on the shadscale reclamation areas was 1800.4 woody stems per acre. The
Division finds that the Shadscale Bond Release block exceeded the standard for woody plant
density establishment for 2011 and is considered successful for 2011.
Sample adequacy was not achieved during the 2012 woody stem density sampling after the
operator had collected 119 samples. SCC used the reverse null approach to demonstrate
5
