PERMIT #: M- 1986 -010 <br />INSPECTOR'S INITIALS: TC 1 <br />INSPECTION DATE: March 14, 2013 <br />OBSERVATIONS <br />This inspection was conducted as part of the regular monitoring program. The Operator was represented by <br />Curtis Stone, who was present for the inspection. This is a 112c sand and gravel mine operated by Fremont <br />County. <br />The Cottonwood Pit is located approximately 4.25 miles west along County Rd 2 from the intersection with <br />Colorado Hwy 9 in Fremont Co. <br />Inspection: <br />A permit sign had been displayed at the site entrance (see Photo 1). Topsoil stockpile was observed to be stable <br />(see Photo 2) and also identified with a sign. Corners of the pit area were also marked (see Photo 3). <br />The pit was active at the time of the inspection. Equipment on site included a screen, track hoe, and dozer. Mr. <br />Curtis pointed out how stormwater runoff in the pit drains to the southeast portion of the pit and is collected in a <br />series of three sediment ponds (see Photos 4 — 6). Mr. Curtis asked how much of the permitted site is allowed <br />to be disturbed. A review of the file indicates no more than 40 acres can be disturbed. <br />As the pit is adjacent to Co Rd 2, the haul road is short. Observed material stockpiles included gravel /roadbase <br />and unscreened material. No noxious weeds were observed. A minor volume of stormwater retention was <br />observed. <br />File Review: <br />• The total permitted area is 48.4 acres. <br />• The previous inspection was conducted on 10/30/2006, no problems were cited. <br />• This is a county pit, therefore no financial warranty exists. <br />• Annual fees and reports are up to date through 2013. <br />• The approved mine plan allows 40 acres of disturbance in accordance with Exhibit L of the 2001 <br />Conversion Application and the December 14, 2001 adequacy response letter provided by Fremont Co.. <br />• The post -mine land use is rangeland. <br />Current Stipulations: <br />None. <br />Summary & Recommendations: <br />1. The Operator may disturb up to 40 acres. <br />2. No problems or possible violations were observed. <br />Page 2 of 4 <br />
