Compliance With Mine Plan NA - Support Facilities Not On-site <br /> R -Other NA - Special Categories Of Mining <br /> R -Processing Waste R - Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Roadside Portals Mine conducted on October 23rd through October 25th,2013 <br /> and a Phase I,II, and III bond release inspection of approximately 145 acres of reclaimed surface lands and 2147 <br /> acres of undisturbed surface lands at Snowcap Coal Company's (SCC's) Roadside North and South Portals, South <br /> Fan,2 West Portals, and miscellaneous outlying areas. Mike Boulay of the Division of Reclamation,Mining and <br /> Safety(DRMS)conducted the bond release inspection. Ms. Tonya Hammond of Snowcap Coal Company,Inc. <br /> (SCC), Spencer Shumate of the Office of Surface Mining, and Jim Stover of J.E. Stover&Associates,Inc. <br /> accompanied the DRMS for the entire inspection. Mr. Scott Gerwe attended the inspection on October 23rd-24th <br /> but was unavailable for the final day of inspection on October 25th. Kevin Conrad of Grand Valley Water Users <br /> was present for the orientation meeting on-site prior to the site walk through on October 23rd but chose not to <br /> attend the inspection. All land owners of record were notified of the inspection via certified mail. Of those,Rudy <br /> Fontanari,Trevor Grosse of Western Slope Flagstone(accompanied Rudy),John Hasstedt,and Brant Harrison all <br /> attended portions of the inspection as it related to their particular property or adjacent property where they had <br /> specific questions or concerns. Weather conditions were clear and cool. The majority of the bond release area <br /> was accessible with exception of several of the South Lease Exploration drill pads and access roads as described in <br /> further detail below. Site inspection photographs are provided at the end of this report. <br /> The total permit area at the Roadside Mine encompasses 2786 acres of land. The primary focus of this inspection <br /> was a phased bond liability release request as follows: 9.1 reclaimed acres for Phase I release; 13.7 acres <br /> reclaimed/permanent acres for Phase I,II, and III release; 122.6 acres for Phase II&III release; and 2147.0 <br /> undisturbed acres for Phase III release. The 2147 acres being requested for Phase III release have no surface <br /> disturbance associated with them,but may have been affected by underground mining due to subsidence. The <br /> bond release application included an exhibit"Bond Release Exhibit SL-08"which shows the acreage nominated <br /> for bond release. This figure is included with this inspection report as Attachment 1. The specific disturbed areas <br /> and acreages requested for the various phases of bond release are included as Attachment 2. Reclamation work <br /> has been performed from 1985 through 2011. All work has been performed in accordance with approved plans <br /> contained in the permit application package.
