December 11,2013 C-1980-007/West Elk Mine JRS <br /> -West Elk is currently working on extending the E-Seam South Mains. They have completed all of the entries to <br /> cross-cut 79 and are currently extending the first three entries to approximately cross-cut 84. <br /> -All of the mining at the West Elk is progressing as permitted and shown on approved Map 51 -E-Seam Projected <br /> Operations. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -West Elk was working on grading the surface of the RPE to final grades for the winter. They were grading the <br /> pile to achieve positive drainage towards the east-side ditch,which flows into the RPE pond. The outslopes of the <br /> RPE were covered with snow but appeared to remain stable. <br /> -The RPEE was inaccessible at the time of the inspection due to snow. West Elk has completed their hauling of <br /> refuse to the RPEE for the winter and spring months. They are not producing any refuse as they are in "good" <br /> coal right now. Prior to the snows,West Elk completed spreading and compacting the refuse that was on the pile. <br /> They also removed the internal haul road on the first three benches. There is a remaining topsoil stockpile from <br /> their stripping operations that West Elk was not able to haul to the Sylvester Gulch topsoil stockpile. West Elk has <br /> submitted a Minor Revision(MR-403)proposing to leave this as a temporary stockpile until late spring or early <br /> summer when they have a chance to move it.
