December 20, 2013 C-1981-014/Southfield Mine RDZ <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> The perimeter of the RDA was driven; no rills or other problems were seen. The northeast corner was <br /> walked and viewed from the top. No gullies or problematic rills were seen. Only minor rills were seen, and they <br /> appear to be healing. <br /> ROADS—Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads to the facilities area and the RDA were in good shape. <br /> Along the road to the Monarch Mine,the downdrain structures ("socks")were found to be in good shape, and no <br /> problems with culverts were seen. However,there are some locations along this road where the road may become <br /> dangerous if the erosion worsens, and monitoring of this situation is highly advised. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> The portal area was in good shape;no erosion or large weed patches were observed. <br /> The rock dust storage SAE was inspected and no problems were seen. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The Monarch fan area was inspected and no problems were seen. On the slope above the fan (see photos) <br /> the vegetation is still somewhat sparse and the area should be continually monitored for erosion,but no rills were <br /> seen during this inspection. <br /> Power Substation 42 was inspected. No erosion on or near the pad was seen. A portion of the barbed wire on the <br /> fence (approximately 10 feet at southwest corner)has been taken off the fence and is hanging down. There is no <br /> sign of damage to the equipment of the substation. <br /> OFFSITE SUPPORT FACILIITES -Rule 4.04, 4.28: <br /> Trash is still present at the loadout, including a box spring below pond L-2 and a pile of concrete rubble. <br /> TOPSOIL—Rule 4.0611 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Topsoil stockpiles were observed and no problems were identified. These include the one near the gravel <br /> parking lot in the facilities area and the one at the northwest corner of the RDA. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 8 <br />
