Aerial phtographs were taken by <br /> Harry Ranney and were reviewed by Brock Bowles,both of the Division of Reclamation, Mining and Safety. The <br /> photos were taken on December 18, 2013 at approximately 1:15 pm. The weather was clear. The ground was <br /> snow covered but all access roads appeared to be plowed. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> The coal stock pile had some coal,maybe half capacity. No equipment was on the coal pile. The <br /> surrounding ground was snow covered and there was no evidence of fugitive dust. <br /> HYDROLOGIC BALANCE -Rule 4.05❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds A, B and D all appear to contain water. Ponds B and D appear to be partially frozen and be <br /> partially covered with snow (photo 1). <br /> OTHER(SPECIFY): <br /> Two excavators were digging a trench next to the Elk Creek electrical generation station(photo 2).
