Weather conditions appeared to be clear;the area was
partially covered with snow. The operation is actively mining in the B seam. Refuse was being placed in Gob
Pile 43, and Gob Pile 42 appeared to be idle.
HYDROLOGIC BALANCE -Rule 4.05❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Ponds B, C, D, F, and J all held water and were frozen and snow covered.
PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11❑ Drainage Control; Surface
Stabilization; Placement:
Refuse was being placed in Gob Pile 43. A dozer was spreading the material, and a compactor was
running. The drying area on the southwest end of Gob Pile 43 had not been worked and was snow covered.
Excavation of cover material was under way on the northwest end of Gob Pile 43, and it appeared that
construction of the underdrain was also under way. It looked like excavated cover material was being stockpiled
on the West Coverfill Stockpile.
Gob Pile 42 was idle at the time of the inspection. There was no sign of any recent activity. End dumped,
uncompacted material was observed on the upper bench of Gob Pile 42, on the northeast end.
TOPSOIL—Rule 4.0611 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3,
Redistribution 4.06.4:
The area north of the cover fill stockpile, where the West Topsoil Stockpile will be located, appeared to
have been recently disturbed. There were long scraped tracks extending from the north end of the stockpile
location to the south end of the East Coverfill Stockpile, possibly a result of topsoil stripping operations. Topsoil
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 4
