RECLAMATION REQUIREMENTS <br />Backfdling and Grading <br />All backfilling and grading requirements have been completed at the Carbon Junction <br />Mine. <br />Soil Replacement <br />Soil resources were redistributed contemporaneously following backfilling. Topsoil was <br />returned to the reclaimed area as per the specifications detailed above. Redistributed <br />topsoil was protected from erosion (wind and water) by crimping in straw, or an <br />approved substitute mulch, immediately after it is redistributed. Retopsoiled areas were <br />revegetated immediately during the normal planting season following the redistribution <br />of the soil. <br />Revegetation <br />With the approval of Technical Revision 5, the approved post - mining land uses of the <br />Carbon Junction Mine were changed from wildlife habitat and cropland to industrial and <br />commercial, recreation, and residential. As a result of this change, the criteria under <br />which the success of revegetation will be judged after completion of reclamation changed <br />significantly. Additionally, the goals for the revegetation program changed accordingly. <br />The goal of the revegetation program will now be to establish a vegetation cover <br />adequate to control erosion. To that end, the revegetation plan was amended with the <br />1996 -1997 mid -term review. <br />If conflicts between the approved post - mining land uses and the current reclamation plan <br />arise, or the current revegetation plan conflicts with the goals of the post - mining land use, <br />the reclamation plan will be revised to accommodate the post - mining land uses. <br />Schedule <br />Rvvegetation was implemented immediately following redistribution of soil <br />Seed Mix/Seeding Methods <br />A basic grass and forb seed mixture was used in all areas revegetated after reclamation <br />(Table 5 -6, The goal of the seeding was to establish a <br />vegetation cover adequate to control erosion and minimize weedy species establishment <br />prior to final development of the property. Grasses and forbs were planted using drill <br />seeding and broadcast means. In the case of broadcast seeding, the seeding rates were <br />two times the rate shown in Table 5 -6.
