which are now subject to the SL -4 request. The reassessed areas include drainages PM -2D and PM <br />4 -D. <br />The evaluation of the bond release application included the bond release inspection, an office <br />review of the permit requirements and regulatory criteria, and review of past inspection reports. <br />The bond release inspection was conducted June 4, 2013. Several items including: The Post - <br />Mining Topography, Cross - Sections of Backfilled and Graded Areas, and As -Built Drainage <br />Profiles that were included in the bond release application were reviewed by the Division in the <br />office during the technical evaluation of the bond release application before, during and after the <br />inspection. <br />During the Phase I bond release inspection, participants walked through most of the bond release <br />request area to allow for visual assessment of compliance with pertinent requirements as <br />described above in Section II of this document. All of the data used to confirm the post- mining <br />topography was collected with a Trimble YUMA handheld GPS and Trimble Terrasync <br />software. The data was analyzed with Trimble Pathfinder Office 5.3, ESRI ArcMap 10 and <br />Microsoft Excel 2007. The June 4, 2013 inspection report details the findings from the <br />inspection. A summary of the observations are discussed below and the details are further <br />discussed in the inspection report. <br />Backfilling & Grading <br />Backfilling and grading work was conducted concurrently with mining at the Seneca II -W Mine. <br />Observations were made during the Phase I bond release inspection with regard to approximate <br />original contour and erosional stability of the reclaimed landscape. The 2011 and 2012 Rill and <br />Gully Surveys were used in the field to evaluate hillslope and drainage channel problem areas. <br />There are several parcels within the SL -4 bond release area that have been disturbed as a result <br />of the mining operation that were only minimally disturbed and were not necessarily mined. <br />These areas include the bond release parcels around Pond 016, the area surrounding Pond 006, <br />and the maintenance shop area. A 9.4 acre parcel was mined in the Wadge Mine Area and <br />partially auger mined. This area encompasses the Pit Ramp Slide Area (A Pit Highwall Slump <br />Area). Each of these parcels was observed during the June 4th inspection. <br />Based on observations and GPS measurements made during and prior to the SL -4 inspection, the <br />Division's conclusion is that these parcels noted above have been restored to the approximate <br />original contour of the pre- mining landscape. The present surface configuration achieved by <br />backfill and grading of the mined areas closely resembles the general surface configuration of the <br />land prior to mining. Highwalls have been eliminated, and reclaimed areas blend in well with <br />the adjacent undisturbed slopes. Comparison of "original ground" and "reclaimed" cross - <br />sections depicted on Attachment A of the June 4, 2013 inspection report and Attachment A of <br />the May 14th and 15th, 2013 inspection report as well as the cross - sections supplied in Exhibit C <br />of the SL -4 bond release application supports the conclusion that the general configuration of the <br />original landscape has been achieved. The slide remediation plan for the Pond 16/16A area as <br />well as the Pit Ramp Slide Area has been completed in accordance with the approved plan found <br />Page 13 of 18 <br />
