Weather <br /> conditions were sunny and cold(30 degrees);there was about 1' of snow on the access road and bridge. The site <br /> was inaccessible by vehicle or foot due to the snow cover and the condition of the bridge; snow cover obscured the <br /> holes and rotting planks in the bridge, so pedestrian access would be unsafe. <br /> The permit for this site has been revoked and the bond forfeited. Prior to revocation and forfeiture, Phase I bond <br /> release had been granted on the majority of the disturbed area.
