EXHIBIT E: Reclamation Plan A: The mined area will be replaced with the topsoil removed from the mined area. Any available top soil removed before mining will be stockpiled directly adjacent to the mined area to be replaced as topsoil in the reclamation process. The reclamation process will use track type dozers to push the fill material from the stockpiled topsoil to the mined site. Articulated scrapers may also be used at times to strip overburden from the upland area and haul to the mine site to be distributed in lifts. The overburden will be placed in roughly 12 inch lifts with the fill being compacted as necessary by the weight of the dozers and scrapers placing the fill. B: The postmining land condition and use will be nearly identical to the current. Directly adjacent to the proposed mine site is a 40 acre reclaimed mine site that was restored 10 years ago, The most obvious change premine to post mine will be the elevation of grade will be reduced by 1 to 6 feet. The final grade should fairly closely match that of the reclaimed mine site directly east. The current use of the land is for livestock grazing. The reclaimed site will be suitable for livestock grazing as well. The reclaimed site again is good evidence of what the reclaimed site should resemble. C: The reclamation plan will be in compliance with each applicable requirement noted in section 3.1. 1) The post mining use has been determined by the landowner to be grazing land, the same use as premining. The topsoil spoil piles will be protected with silt fence at the toe of pile and any topsoil piles expected to sit for more than 6 months will be broadcast seeded with rye or other annual forage approved by the landowner. Section 3.1 compliance measures are individually discussed in the following sections. D: Any available topsoil will be stockpiled separately adjacent to the area it is removed in approximately 5 to 10 acre sections. The topsoil from each of these sections will be piled with 3:1 slopes and silt fence placed at the foot of the pile. If the topsoil pile is expected to sit for periods greater than 6 months, a summer annual plant may be broadcast to vegetate the pile in consultation with the landowner. The revegetation plan has been created by Brian Johnson of the Lincoln County USDA NRCS, (Attachment to the plan). The grasses included in seed mix are as follows per NRCS recommendation: a) Sand Bluestem, 3.2 PLS /acre b) Sideoats Grama, 1.4 PLS /acre c) Yellow Indiangrass, 2.0 PLS /acre d) Prairie Sandreed, 1.3 PLS /acre e) Switchgrass, 0.8 PLS /acre f) Alfalfa, o.4 PLS acre The reseeding will be completed between Nov.1 and May 1 per NRCS recommendation. The seed will be drilled with a grass drill at 0.5 inch depth. The grass varieties are native and currently readily available from area seed companies.
