December 10, 2013 C-1981-041/Roadside Portals MPB <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The CRDA-1, CRDA-2, and RSRDA waste piles were viewed(see Photograph No's 2, 3, and 4,respectively). <br /> Terrace drains and perimeter ditches were all heavily snow covered. The refuse piles remain stable and in good <br /> condition. There were no signs of erosion or instability. All roads <br /> were snow packed and icy. We attempted to access the South Portal area and the North Decline area but locks on <br /> all gates were frozen shut and could not be opened.
