Mine Site Inspection <br />Mine Name: Keenesburg Mine <br />Permittee: Coors Energy Company <br />Permit ID #: C- 1981 -028 <br />Inspection Date: December 5, 2013 9:15 —10:40 <br />Inspection Type: Complete Oversight <br />Weather Conditions: Clear skies, cold ( -3° to 0 °), light snow cover <br />Participants: <br />Christine Belka, Office of Surface Mining Reclamation and Enforcement (OSM) #182 <br />Jared Ebert, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Danny Kipp, Coors Energy Company (CEC) <br />Ben Moline, CEC <br />Spencer Shumate, OSM <br />This was a complete oversight inspection. Keenesburg is a nonproducing surface coal mine. The <br />site is mostly reclaimed. The B Pit remains open and is used for fly ash disposal. CEC hauls an <br />average of approximately 3 loads of ash per day to the site. <br />Topsoil (Rule 4.06): Topsoil in this area is extremely sandy and is referred to as topsand in the <br />permit. Topsand has been salvaged and stockpiled in two separate lifts (A & B). It is permitted to <br />be replaced in reverse order because the B lift has proven to be more productive than the A lift. <br />All observed topsand stockpiles were stable. Remnant vegetation was noted through the snow on <br />topsand stockpiles, although Russian thistle was prevalent. <br />Backfilliniz and Grading (Rule 4.14): This site is mostly reclaimed and large areas have received <br />Phase III bond release. CEC is currently backfilling the B Pit with fly ash. The ash is covered <br />with 6 feet of spoil then 2 feet of topsand (see photos 14029, 14030, 14031). CEC did not haul <br />ash to the site yesterday and had not hauled any yet today. CEC uses free - standing 6' posts with <br />2' markers to ensure spoil and topsand placement depths (see photo 14028). Active operations <br />are currently in the northwest portion of B Pit. <br />CEC re- grades the long -term spoil pile as it removes material for placement in B Pit. The spoil <br />pile was graded and stable at the time of inspection. <br />Roads (Rule 4.03): All roads traveled were in good repair. <br />Hydrology (Rule 4.05): The Dugout Pond, Sediment Pond 2, and the leach pond were dry with <br />minor snow accumulations. The Colorado Department of Public Health and Environment has <br />terminated the NPDES permit for this site because it has not historically discharged. CEC has the <br />capability to pump water from Dugout Pond to Pond 2 (or the reverse) if necessary. Disturbed <br />area drainage is routed to Pond 2. All ponds and diversions were stable at the time of inspection. <br />No erosive features were noted. <br />
