subsequent subsidence did not result in any significant impact to the raptors utilizing this segment of the Twentymile <br />• Sandstone. <br />The cultural resources mitigation plan including providing additional observation and mapping of the rock painting <br />along segment the Twentymile Sandstone outcrop. Additionally, a site excavation was conducted on a selected area <br />adjacent to the outcrop. The report documenting the results of this work was forwarded to the Division and <br />incorporated into the confidential information contained in the permit. This work greatly expanded the historic and <br />cultural knowledge about the area. The report is presented in Exhibit 6a -1. <br />The postmining land use for any areas to be reclaimed in association with the Southwest Mining District will be <br />pastureland as noted on Map 3B. <br />EASTERN MINING DISTRICT <br />Twentymile Coal Company expanded its mining operation to the east of its prior permit boundary. The expansion <br />into this eastern district allowed mining of federal, fee, and state coal reserves during the period of 1993 into 1998. <br />The Bureau of Land Management issued, in 1996, lease COC -54608 for its coal to be mined in the EMD. Table 6a, <br />which is confidential, provides the reserve estimate presented in the original lease application for this tract. TCC <br />purchased coal rights from Earl Andis in 1995 (see book 713 and page 730 at Routt County Clerk & Recorder), Opal <br />S. Rausler in July, 1997 (see Book 738 and page 730 at Routt County Clerk & Recorder), and Paul Swisher in <br />September, 1996 and January, 1997 Books 725 & 729, pages 578 & 743), and the Ashley's in August, 1995 (Book <br />711, pages 563 & 564. <br />The surface overlying the proposed underground workings has two dominant usage patterns. The uses are for <br />cropland and pastureland. This information is presented on Maps 3 and 3A, Premining Land Use. <br />is Additionally, Routt County Road 33, as shown on Maps 3 and 3A, traverses through areas of the Eastern Mining <br />District. Twentymile Coal Company's Foidel Creek Mine will undermine and subside the county road traversing <br />through the Eastern Mining District. Discussions were held with Routt County officials and approval was obtained to <br />subside the road. <br />Also, other utilities are located within the Eastern Mining District. These utilities include power and telephone lines. <br />These utilities service the mine site and residents in the area. Public Service Company of Colorado and Western Area <br />Power Association has transmission lines traversing part of the proposed tract.
