• The landfill operation will progress simultaneously in more than one pile in order to allow adequate <br />time for drying and spreading. Before the operation begins, all available topsoil is removed and <br />stockpiled. This topsoil will be replaced after the maximum fill depth has been achieved and then <br />revegetated. (See Section V, Reclamation Plan). <br />A refuse haul road has been constructed between the D-Portal area and the waste disposal area. <br />Culverts are located where necessary to minimize changes in the existing drainage pattern. A <br />typical refuse haul road cross section is shown in Figure III-3. Water and a chemical stabilizer (e.g. <br />magnesium chloride) are used to reduce dust along the road. <br />III.B.4 Temporary Coal Laydown Area The Deserado Mine caught on fire underground on <br />January 31, 1996. The working districts of the D-Seam had to be sealed. In order to satisfy <br />interim needs of the Bonanza Station, about 60,000 tons of coal per month were purchased from <br />the Colowyo Mine. The coal was trucked to a laydown area constructed near the transfer station <br />#2 and reclaimed by a stacker conveyor to the overland conveyor no. 3 (CNV3). This temporary <br />measure lasted through April, 1997 while a new longwall system was being made operational. <br />The site includes a pond to contain a 25-year, 24-hour event and 900 feet of access road. Map <br />149 shows the design of the sediment pond. Figure III-4 shows the layout of the laydown area. <br />The temporary access road construction followed the typical road section shown on Map 67 of the <br />• permit. BME plans to maintain the temporary coal laydown area as a contingency until the end of <br />the project. This will avoid the potential for future disturbance should another failure in the coal <br />supply occur. <br />III.C. Auxiliary Facilities <br />The major disturbed areas consist of the Ventilation Entries (also referred to as East Portals), the <br />D-Portal Area, the Refuse Disposal Area and the facilities at the B-Vent Shafts. <br />The ventilation entry area for the D coal seam is shown on Map 139. In order to effectively use <br />the site, the old Staley tipple building was dismantled. Concrete footings and foundations were left <br />in place. During excavation/grading, the grade was brought up to a level even with the concrete <br />foundations so there would be no problems passing over the foundations in vehicles. A material <br />storage site was located near the entrance to the old Staley Gordon Mine. <br />• Minor Revision #136 (8/2008) III-30 <br />
