Roads - See subsequent roads section <br />Blue Ribbon Mine Facili <br />The reclaimed Blue Ribbon Mine (CDMG Permit C -1981 -047) is located along Hubbard Creek. The <br />minesite was closed and the disturbed surface (portals, shop, coal handling, etc.) reclaimed in the mid - <br />1980's. Blue Ribbon has continued to be monitored and maintained under extended reclamation <br />liability by the operator MINREC Inc. until such time that it is ready for final Phase II and Phase III <br />releases. In the interim, Phase I bond release was successfully obtained in 1987. <br />The surface estate occupied by the reclaimed Blue Ribbon minesite is owned by Oxbow Mining, LLC. <br />The entire Blue Ribbon permit area lies within the OMLLC permit area. <br />OMLLC submitted NOI No. X- 2004 - 223 -05 to the Division on March 19, 2004. The NOI included <br />a proposal to complete exploration drilling activities at two sites (ECM -04-15 and ECM- 04 -18) <br />located on or accessed across reclaimed Blue Ribbon disturbance. One additional site (ECM- 04 -22) <br />is located on the Elk Creek Federal coal lease but will be accessed across the Blue Ribbon reclaimed <br />area. Refer to Section 2.02 for a description of coal exploration activities. <br />The two proposed drill sites and associated 1,570' of 12 foot wide access roads disturbance totals <br />approximately .66 acres. The reclamation liability carried by OMLLC for the reclamation of the <br />disturbance located on the Blue Ribbon reclaimed area will be conducted in accordance with CDMG <br />Rule 3.03 Release of Performance bonds rather than NOI bond release procedures. A map showing <br />the affected area can be found in the OMLLC Minor Revision 73 file. <br />Technical Revision 49 (M -49) and Technical Revision 52 (M -52) submitted to the Division provides <br />details for the construction of the Hubbard Creek Fansite on the Blue Ribbon Mine. Within Exhibit <br />2.05 -E1, Map 2.05- El -HFS shows the area affected and facilities associated with the Hubbard Creek <br />Fansite. <br />Bear Creek Fan Facility <br />During 2008, TR -60 was submitted for the approximate 2.3 acre Bear Creek shaft and ventilation fan <br />facility. The ephemeral Bear Creek was placed in a 450' x 6' concrete culvert. Topsoil material was <br />salvaged and stored in a stockpile located near the site and a pad constructed using adjacent borrow <br />materials. The 16' diameter, 620' deep steel plate lined shaft was installed using a raise bore <br />technique. The installation consist of a ventilation fan, steel fan housing and ductwork, drive motor, <br />and associated fan controls mounted on a concrete slab foundation. The substation is installed on <br />concrete ties, and fed by a 46 KV power line spur from the line that feeds the Hubbard Creek <br />facilities. The pad contains two 7" I.D. steel lined utility boreholes and one 18" I.D. steel lined mine <br />bleeder /ventilation borehole fitted with two portable, electric powered methane exhausters. The area <br />will be chainlink fenced to reduce vandalism from travelers on the adjacent Bear Creek ranch road. <br />Sediment control for the small area is handled as a small area exemption using such alternate <br />sediment control techniques of sediment traps, straw bales, and wattles, silt fence, rock protection, <br />vegetation filters, etc. <br />During 2011, MR -97 was submitted to provide for the addition of a second ventilation fan located on <br />the existing Bear Creek fanpad disturbance. MSHA requires more ventilation air through the mine <br />bleeder system for the North Mining District and a fan capable of pulling air at higher pressures was <br />selected. The second fan will be connected to the existing shaft and fan structure and airflow to the <br />MR -97 2.05 -12b Rev. December 2011 <br />
