Construction of the coal mine waste pile will be a phased project with placement of gob <br />starting on the western edge of the pile, and progressing eastward. At the time of this <br />writing, the majority of the gob footprint has been cleared of all organic material and <br />topsoil. <br />Until the underdrain as submitted under Technical Revision No. 80 is approved, no gob <br />will be placed within 50' of the underdrain location. Page 4b shows the underdrain <br />buffer zone location. The buffer zone will remain in place until the underdrain <br />installation is complete and has been certified. <br />Minor Revision 139 approved the placement of gob in the westernmost section of the <br />pit; this section will become part of the proposed gob drying area, as shown on page 4b. <br />The purpose of the gob drying area is to provide an area for temporary storage of gob <br />for drying purposes. End - dumped gob in the gob drying area will be worked with dozers <br />and track hoes to assist in the drying process, and when necessary mixed with coverfill <br />material to expedite drying efforts. Mixing of coverfill material with refuse will be <br />managed to ensure the minimum amount of coverfill material required to cover Gob <br />Pile #3 will be reserved at all times. <br />Trenches will be cut through the end - dumped material to allow better drainage. Berms <br />are constructed in the low areas to collect the water and to keep water from flowing <br />over the outslopes of the pile. Temporary drain pipes are used to convey water that is <br />collected in the low areas to existing stabilized ditches. Water is not allowed to flow <br />over the outslopes of the pile. The pipes only function is to collect water that is draining <br />from the coal mine waste material. The pipes are not an integral part of the surface <br />water control system. The coal mine waste is placed and compacted in the active <br />working area after it is sufficiently dried. <br />The maximum amount of un- compacted gob in both refuse areas (Gob Pile #2 and Gob <br />Pile #3) will not exceed 200,000 cy total. <br />Coverfill salvaging efforts will continue in the eastern portion of the gob pile. Salvaged <br />coverfill will either be placed in stockpile, for use at gob pile #2, or used for <br />contemporaneous reclamation efforts at gob pile #3. There is an area where topsoil still <br />needs to be salvaged and when complete will be placed in the existing stockpile. <br />MR -144 - 4a - 11/15/13 <br />
