Construction <br />The total disturbed area of the coal mine waste disposal operation (Gob Pile #2, <br />Gob Pile #2 Expansion area, and Gob Pile #4) is approximately 58.0 acres. The <br />capacity of Gob Pile No. 2 is approximately 2,600,000 CY. The maximum height <br />between the toe of the fill and its ultimate top is approximately three hundred and <br />twenty feet. The capacity of Gob Pile #4 is 500,000 cubic yards. The maximum <br />height between the toe of the fill and its ultimate top is approximately one <br />hundred sixty five feet. <br />The first task of the construction of the coal mine waste disposal area was the <br />construction of the sedimentation pond and associated collection and diversion <br />ditches. The second task was the stripping of topsoil, removal of all organic <br />material and salvaging cover material. The third task was the installation of the <br />lateral drains, rock under - drains and excavation of the toe key into competent <br />material as per the recommendation of the Lambert & Associates report dated <br />November 10, 2003. <br />The soil material exposed in the clearing and grubbing operations was <br />compacted prior to material being placed. <br />The first 50 -foot lift, which encompassed the lower 7.5 acres of waste disposal <br />site was initially cleared of trees and heavy brush. The footprint of the topsoil <br />and coverfill stockpiles was also cleared of trees and heavy brush. The trees <br />and heavy brush were stockpiled and burned. After the site was cleared of trees <br />and heavy brush, topsoil, organic material and vegetation (including sagebrush) <br />was stripped together and stockpiled in the topsoil storage area. Approximately <br />50,000 cubic yards of topsoil was salvaged for the entire extent of the pile. <br />Coverfill was salvaged and stockpiled in the designated area. Approximately <br />28,000 cubic yards were salvaged and stockpiled. <br />Gob pile number 4 was constructed on the borrow area approved by technical <br />revision number 43. The site was initially cleared of trees and heavy brush. <br />After the site was cleared, organic material and vegetation was stripped and <br />stockpiled in the topsoil storage area. Approximately 6,900 cubic yards of topsoil <br />and nearly 180,000 cubic yards of coverfill material were salvaged. <br />TR -76 - 6 - 11/12 <br />
