I. INTRODUCTION <br />Purpose of this Document <br />This document presents the findings of compliance in support of a proposed decision of the Colorado <br />Division of Reclamation, Mining, and Safety (Division) in response to a request for a partial Phase I <br />bond release on a portion of the Trapper Mine, Division permit number C- 1981 -010. The Trapper Mine <br />is a surface coal mine and is permitted and operated by Trapper Mining, Inc. (TMI). The reclamation for <br />which bond release has been requested was conducted in 2009, 2010, 2011 and 2012. Trapper Mining <br />Inc. is requesting Phase I bond release on 417.8 acres in the following parcels; A -B -09, A -B -10, A -B -12, <br />F- AB -09, F -A -10, F -A -11, F -A -12, K -A -10, K -A -11, Z -A -10 and Z -A -12. These parcels are depicted on <br />Map 1 (Sheets 1 to 3) of the SL -14 bond release application. <br />Contents of this Document <br />This document is divided into the following five parts and one attachment: <br />L Introduction <br />IL Summary of the Bond Release Process <br />III. Attachments 1; SL14 Bond Release Areas and Exclusion Areas <br />Map; Sheets I to 4 <br />Back6round Information Sources <br />Detailed information about the bond release review process can be found in the Colorado Surface Coal <br />Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining (Regulations; Rules), and in the Guideline Regarding Selected Coal Mine Bond Release <br />issues, dated April 18, 1995. All "Sections" referenced within this document are contained within the <br />Regulations. Detailed information about the mining and reclamation operations at the Trapper Mine <br />can be found in the Trapper Mine Permit Application Package, which is on file at the Division offices <br />(131 131 Sherman Street, Room 215, Denver, Colorado) and available on the Division web site under the <br />Mining Permit Data (http: / /mining.state.co.us). <br />Location of Trapper Mine <br />The Trapper Mine is a surface coal mine, which is permitted and operated by Trapper Mining, Inc. (TMI) <br />and is located 6.5 miles south of the town of Craig, Colorado. The specific area to which the proposed <br />bond release request applies is: T5N, R90W, portions of Section 6; T5N, R9 1W, portions of Sections 1; <br />T6N, R90W, portions of Section 31; and T6N, R9 1W, portions of Sections 26, 35 and 36. <br />Land and Coal Ownership <br />The ownership of the surface land for which the bond release has been requested is private and state. <br />Ownership of the coal that was mined from the bond release area was federal and state. <br />Trapper Mine Page 2 December 2013 <br />SL -14 Phase I Bond Release <br />
