The Pioneer sales office <br />and yard for landscape materials (decorative rock and mulch) will remain open and in the current location <br />during reclamation activities. All materials sold by the sales office will be imported to the site. Reservoirs will <br />be constructed on the property by the City of Arvada in the future when the additional storage capacity is <br />needed by the City following the release of the reclamation permit. <br />As cited as a problem requiring corrective action by the Operator on the first page, the mine sign posted off of <br />Highway 93 still indicates Pioneer as the Operator not the City of Arvada. The Operator must update the sign <br />and submit photographic documentation to the Division by the corrective action due date. The affected area <br />boundaries were delineated by fences on all sides as required by Rule 3.1.12. <br />Noxious weeds including thistles, common mullein and diffuse knapweed were observed during the <br />inspection. The City is managing the weed control plan on the site. The noxious weeds will need to be <br />controlled prior to any future permit release requests by the Operator. <br />The following areas were discussed during the inspection: <br />• The final grading along the western boundary appeared to be 3H:1V, which does not comply with the <br />required 7H:1V slope requirement of the approved reclamation plan. <br />• Stockpiled material in the southwest corner of the site must be graded and blended into the existing <br />topography. <br />• The equipment and debris located in the northwest corner of the site must be removed as part of <br />reclamation. <br />• The remaining road base stockpiles located northwest of the sales office and will be removed from the <br />site. <br />• A pond has developed north of the sales office near the mulch stockpile area. The pond will need to be <br />backfilled or breached and graded to eliminate the exposed water. The area east of the pond may need to <br />be mined to achieve positive drainage in the area. <br />• The old sediment ponds located northeast of the sales office and in the northeast corner the site will need <br />to be breached and graded to achieve positive drainage. <br />• Two stockpiles in the northeast section of the site will remain and be used by the City for filling low area at <br />the site for mosquito control. A wetland area was observed south of the stockpiles during the inspection. <br />Any remaining stockpiled material must be graded, topsoiled and vegetated as part of the reclamation. <br />• A small pond is located in the northeast corner of the site southwest of the sediment ponds. The Operator <br />must demonstrate the exposed groundwater in the pond is pre -law exposure, provide documentation <br />from the Division of Water Resources a final augmentation plan has been approved for the pond or backfill <br />the pond two feet above the groundwater level. <br />• The approved reclamation plan for the site requires the site be reclaimed with 7H:1V slopes and 8 to 12 <br />inches of topsoil replaced. The Operator may wish to revise the reclamation plan to allow for 3H:1V slopes <br />with 2 to 4 inches of topsoil due to the temporary nature of the final reclamation and planned future <br />disturbance to create reservoirs. The Operator must submit a technical revision with the required fee to <br />change the approved reclamation plan and justify why the changes are requested. The reclamation plan <br />map will also need to be updated in the technical revision to reflect the revised reclamation plan at the <br />site. <br />Page 2 of 5 <br />
