Hickenlooper
Governor
Mike King
Executive Director
Loretta Pineda
Director
The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy
review of the 2011 Annual Hydrology Report (AHR) for the Elk Creek Mine. In general the report
is well organized; however, the Division has some comments:
1. Field parameters were collected and laboratory analyses were conducted as required at all
groundwater and surface water sites with the following exceptions:
a. Table 2.04.7 -T1 of the permit application package is the list of required monitoring
parameters for surface and groundwater monitoring. The list requires reporting of
both alkalinity and bicarbonate alkalinity. None of the 2011 monitoring data includes
numeric values for alkalinity (CaCO3); graphs of alkalinity are presented for some of
the monitoring sites. OMLLC needs to revise the 2011 AHR to include this required
data.
b. The 3rd quarter data for NF -3 was missing iron (Fe), both total recoverable and
dissolved. OMLLC needs to revise the 2011 AHR to include this required data.
c. Rule 4.05.13(4)(b) states that data collection shall be based upon a water year
(October 1 — September 30). Flow data at H -1 and NF -2 was provided graphically for
all of 2011, but actual flow data figures (from USGS station reports) were only
provided for October through May for H -1 and October through January for NF -1.
OMLLC needs to revise the 2011 AHR to provide numeric data for flow
measurements for the full 2011 water year at NF -1 and HN -1.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
