Please use terms and <br />nomenclature consistent with what is used in other portions of the permit. <br />b) Please revise this subsection to include reclamation details, including proposed <br />thickness of cover material / fill for the proposed West Waste Bank (see previous <br />item). <br />Appendix 10 0) — Geotechnical Engineering Recommendations Trautner Geotech LLD <br />(dated August 14, 2012) <br />1.0 Report Introduction <br />a) As noted in the 1" paragraph, one purpose of this report ( "Trautner Report ") was to <br />evaluate the conditions of the coal mine waste that had been placed as backfill <br />[ "CMW Backfill"] against the portal highwall in late 2011. (Ultimately, this material <br />was removed (in late 2012) and hauled to the top of the permitted valley -fill coal mine <br />waste disposal area ( "Refuse Pile ") for permanent disposal.) No response required. <br />b) The 4t' paragraph discusses Section 9.0 of the Trautner Report, and states these <br />recommendations are "intended to help develop site soil condictions that are consistent <br />with the geotechnical engineering recommendations presented..." and, "is not <br />intended to address all of the surveying, engineering and construction planning... ". <br />The paragraph concludes: "This report provides geotechnical engineering evaluation <br />and recommendations based on our review of the appropriate portion of the CDRMS <br />regulations." (The final proposed configuration for the pile was submitted on <br />February 27, 2013.) No response required. <br />2. 2.0 Geotechnical Engineering Study <br />a) Six test borings were made into the CMW Backfill, and fitted with 2" PVC stand pipe <br />piezometers. Bulk samples of CMW were obtained from the Backfill, and analyzed in <br />the laboratory. <br />b) Laboratory testing and analysis of the material properties (useful for design of the <br />West Waste Bank) included direct shear strength; sieve analysis; and moisture- density <br />(Proctor) relationship. Relative compaction of the Backfill materials was also <br />determined (the low levels of which assisted in the determination to remove the <br />material to the Refuse Pile). Permeability tests were conducted in the lab, but this <br />information is not required by the Rules. <br />c) The final paragraph states, "Our subsurface exploration, laboratory study and <br />engineering analysis do not address environmental or geologic hazard issues." <br />3. 3.0 Field Study <br />a) In subsection 3.2 Site Description and Geomorphology, the report says, "the proposed <br />abatement / reconstruction of the deposits will not affect the surface drainage system <br />that was previously constructed."
