November 25, 2013
TRAPP21 MINING INC.
FLECEIVED
Mr. Jared Ebert
Environmental Protection Specialist v 0 2 2013
Colorado Division of Reclamation, Mining and Safety DIVISION OF RECLAMATION
1313 Sherman Street, Room 215 MINING
Denver, CO 80203 AND SAFE? y
Re: Trapper Mining Inc., Permit No. C -81 -010
Phase I Bond Release Application (SL -14) Adequacy Review No. 2
Dear Mr. Ebert:
A letter from the division dated October 29, 2013 stated SL -14 Phase I bond release adequacy
concerns in relation CIRCES Task#025. This particular task details the requirements of
backhauling fill from the top of the Horse Gulch fill to accomplish AOC in the K -Pit area.
Parcels K -A -10 and K -A -11 of the SL -14 bond release application and K -A -13 of the SL -15 bond
release application encompass the Horse Gulch fill and would need to be removed from
consideration if this material had to be removed.
During discussions on November 12`h, 2013 between CDRMS personnel and Trapper personnel a
decision was made that these parcels would not need to be removed from their respective
applications. Field inspections by CDRMS personnel demonstrated that the parcels are in
compliance with the post- mining topography per the M -12 map approved with RN -06. During
the past permit term mining techniques within the K -Pit area changed. The resulting change
allowed spoil materials to be retained within the pit and aid with AOC requirements. The
operations detailed in Task #025 are no longer necessary to obtain AOC in K -Pit. The material
will not need to be removed from the fill as originally intended and the mine plan will be revised
with Permit Revision 07 that is currently submitted and pending CDRMS review.
Therefore parcels K -A -10, K -A -11 and K -A -13 do not need to be removed from their respective
bond release applications. Previous findings of their compliance with PMT can used to approve
them for bond release.
Please contact me if you have any questions regarding this correspondence.
Sincerely,
/ a,
Graham Roberts
Environmental Engineer
GCR/[Bond Release /SL- 14 /SL -14 Adequacy Review letter 2.doc]
Encl
c File 109.2.3.3
SL -14 notebook
P.O.
