Page 6of10
... A staff gage will be installed on or adjacent to the riser pope of Pond 007 identifying
the water level (7373.3 ft.) adequate to retain a 10 year 24 -hour storm without
discharging over the emergency spillway. This elevation was arrived at through a review
of the Pond 007 as -built stage volume curve dated 5131185 in Exhibit 19. The crest invert
emergency spillway volume is 9.2 acre feet and the 10yr 24 -hr runoff volume is 6.6 acres
feet, resulting in an allowable permanent storage and sediment volume of 2.6 acre feet.
n. Given the nomenclature difficulties surrounding development waste disposal areas, and
the uncertainty surrounding the permitting of future piles, it may be prudent to change
the wording in the paragraph that reads:
All materials removed through the cleaning or excavation of sediment and/or treatment
ponds will be disposed of at the development wastes pile
to read:
All materials removed through the cleaning or excavation of sediment and/or treatment
ponds will be disposed of as development waste
o. Table 20 — Ditch Data. It would be preferable if the table were to start on a new page
and fill as few pages as possible. The header row should be repeated on each new page.
Several cells are marked with an asterisk, the explanation of which should be restored.
The depth header should be qualified with the statement that it includes freeboard.
p. Table 21— Culvert Data. As above, it would be preferable if the table were to start on a
new page and fill as few pages as possible. The header row should be repeated on each
new page. Some of the in -text indicators for numbered footnotes have been deleted and
should be restored; those that remain should be restored to super - script. Where culverts
have been removed, the table rows should be deleted.
q. Table 22 — Culvert Sizing Nomograph. Although the "table" may be more of a figure
than a table, it is described as a table, and should therefore be restored to its place in the
text.
r. Table 2' ) — Sediment Pond Dimensions. The in -text indicators for numbered footnotes
should be restored to super- script.
s. Pond 001 —Emergency Spillway Design. One of the design criteria has been deleted —
why was this?
t. On page 2.05 -31 there are some typographical errors:
the Division has approved the probably hydrologic consequences...
the Division's review of THE OPERATOR's plans...
u. Section 2.053(4) — Topsoil: This section will need to be re -written in order to satisfy
the requirements of MT6 (26). Redundant or out -of -date text should be deleted and the
remaining text should be revised to provide as concise a description as possible of how
topsoil is to be managed at the mine. In the text, every existing topsoil pile should be
identified with a name and a description of where it is — at present "Topsoil pile no. 2"
is mentioned in the text, but its location is not described; Map 11, sheet 3 has a labeled
"Topsoil pile" in the soil storage area to the west of pond 1; Map 13 has an area labeled
"Topsoil Stockpile 42" between the river and the highway and west of the refuse
conveyor (which does not exist on the ground). Further, an estimate of the quantity of
