This <br />SWSP is requested to cover depletions caused by the Nelson Mining Resource Gravel Pit sand and <br />gravel mining operation, owned and operated by Asphalt Specialties Company, Inc. ( "Applicant'). The <br />required fee of $257.00 for the renewal of this substitute supply plan has been submitted (receipt no. <br />3661756). <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining at the Nelson Mining Resource <br />Gravel Pit ( "Nelson Pit'). Mining at the site initially began in July 2006; however, due to the lack of <br />demand for sand and gravel, the mining operation temporarily ceased and the dewatering pumps were <br />shut down in June 2009. The mine area was subsequently allowed to fill with ground water. This site <br />has been put into Temporary Cessation with the Division of Reclamation, Mining, and Safety effective <br />from August 16, 2011 through February 1, 2014. It is anticipated that the mining operation will resume <br />production once there is again a demand for sand and gravel on the local market. During this SWSP <br />period, depletions will consist of evaporation losses from the exposed ground water in the partially <br />mined site. <br />Depletions <br />Evaporative losses were calculated based on the maximum exposed surface area of 12.60 <br />acres. Net evaporative depletions were calculated using a gross annual evaporation of 39 inches from <br />the exposed water surface, with a credit of 9.73 inches for effective precipitation (based on an average <br />annual precipitation of 13.88 inches for the Longmont 2 ESE weather station). Net evaporative losses <br />at the site are estimated to total 30.75 acre -feet for this plan period. <br />The IDS Alluvial Water Accounting System (AWAS) analytical stream depletion model, which <br />uses the Glover method, was used to calculate the lagged depletions to St. Wain Creek.
