I am <br />responding to your November 12, 2013 adequacy review letter. I <br />have included your review points that needed to be addressed in <br />the order presented in your letter. This way the questions and <br />answers will be in the same document for easy reference. <br />6.4.6 Exhibit D — Reclamation Plan <br />1) On page 8 the application reads " The average depth of topsoil on the site according <br />to the NRCS report is 0 to 7 inches deep." On page 13 the application reads "There <br />are sufficient amounts of topsoil on the site so the mined area can be resoiled to a <br />maximum depth of eight (8) inches overall." <br />Please explain how a maximum of 8 inches of topsoil would be available to be spread. <br />The use of the term "topsoil" probably should have been "growth <br />medium" in this case. Since part of the area was disturbed pre - <br />law there was no topsoil on the western part of the permit area <br />that could be salvaged. There is however, two (2) plus feet of a <br />soil like overburden on the mine area that can be adapted for use <br />as growth medium. Some of this material is used when making <br />specification aggregate mixes, some is used for sloping and the <br />rest can be used to supplement the topsoil for use as growth <br />medium on the area to be seeded. Therefore, the commitment to <br />place a maximum of 8" of topsoil (growth medium) on the area to <br />be reclaimed was placed in the application. <br />General Comments <br />2) Please commit to notifying the Division of the Operator's choice in reclamation <br />plan prior to beginning reclamation. <br />
