The C4JI pollution abatement measures v~ill be designed to ensure <br />• <br />permanency, require little need for continued maintenance, and present a <br />p]easing aesthetic appearance. An adequate topsoil cover on the spoils, <br />if maintained with a vigorous stand of vegetation will prevent erosion <br />and also greatly diminish acid-forming processes. <br />The vegetation will function as an oxygen-consuming layer. It will <br />(_ • <br />be managed so that there is a sufficiently high concentration of organic <br />matter to support aerobic bacterial activity. Such a layer should be <br />effective 9n removing oxygen froir~ the soil atmosphere before it reaches <br />the underlying •spoils. Moreover, the consumption of water for plant <br />oroo-rth will greatly reduce seepage through the embankment and thus minimize <br />leaching of salts.
