towards the need for special management or consideration of the ongoing mining operation. <br />However, upon completion of operations and reclamation activities, permanent fencing will be <br />emplaced as soon as possible. The final fencing patterns will approximate premining patterns; or <br />property owner boundaries in order to restore the premining pasture units. Approximate locations are <br />shown on Exhibit 22 -1. Ponds 005 and 006, as well as permanent road locations are also shown on <br />this exhibit. Permanent facilities such as ponds and roads are discussed in Tab 13. <br />Management of wildlife will be nonintensive with free use of the areas for big game and other species. <br />Region wide management of wildlife will be the responsibility of the Colorado Division of Parks and <br />Wildlife. Seneca Coal Company will cooperate with the Division when and where possible and will <br />continue its policy of restricted or prohibited hunting and non - harassment of wildlife on the mine <br />property. <br />As required by Rule 2.05.5(i)(b), Peabody has requested comments on the postmining land use from <br />the legal or equitable owners of record of the surface of the permit area and the state and local <br />government agencies which would have to initiate, implement, approve, or authorize the proposed use <br />of the land following reclamation. Copies of the returned comments are provided in Appendix 22 -1. <br />Revegetation <br />The following sections detail seedbed preparation, seed mixes, plant lists, and seeding and planting <br />methods. Measures to enhance natural regeneration of native species or establish native species from <br />seed and seedlings, have been emphasized. Implementation of these revegetation plan components, in <br />association with other reclamation procedures such as backfilling and grading and topsoil <br />management, will ensure a rapid return of surface stability, accelerate natural succession and plant <br />community development, and achieve postmine land use goals. <br />Seedbed Preparation. Seedbed preparation measures will generally not be practiced on reclaimed <br />areas. Direct hauling of topsoil is the preferred method of topsoil replacement. In addition, invading <br />native species will be present on reclaimed areas topsoiled from stockpiles. Seedbed preparation such <br />as disking on the contour will destroy germinating or established desireable native plant species in <br />these topsoiled areas.
