October 24,2013 C-1980-007/West Elk Mine JRS <br /> to flow into half culvert. The remaining RPEE ditch is a trapezoidal,riprapped ditch. The RPEE ditch was stable <br /> at the time of the inspection. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> -The longwall was operating in longwall panel E4 at approximately cross-cut 25 (station 44+00). <br /> -Development has been completed in the longwall panel E5 headgate (in anticipation of a late 1Q14/early 2Q14 <br /> longwall move). Development work in the E6 headgate is at approximately cross-cut 9 (station 13+00). <br /> -The E-Seam South Mains have been developed to approximately cross-cut 79. <br /> -All of the mining at the West Elk is progressing as permitted and shown on approved Map 51 -E-Seam Projected <br /> Operations. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization;Placement: <br /> -The operator was hauling refuse material to the RPEE at the time of the inspection. All of the refuse that has <br /> been hauled to the RPEE was spread and compacted at the time of the inspection. The pile was well graded and <br /> appeared to have positive drainage. There was no water pooling on the pile. The operator was in the process of <br /> removing topsoil from the next lift of the RPEE. There was a large pile of topsoil that has been pushed from the <br /> slopes to the west of the drainage that needs to be hauled to the topsoil stockpile. The underdrain will need to be <br /> extended up the drainage prior to any refuse being placed up the drainage. An area for the underdrain has been <br /> prepared up to a large stands of aspen. There was also a large pile of rock that the operator was moving down for <br /> placement in the Phase IB buttress. <br /> -The operator was mixing pond cleaning material with dry gob on the RPE. this material was then being hauled <br /> to the RPEE(where it is being spread and compacted). The operator was also spreading topsoil on the recently <br /> graded slopes of the RPE. This material was being live handled from the drainage above the active lift of the <br /> RPEE. Once this work is complete the Division will take several depth measurements to make sure proper soil <br /> depth has been placed on the reclaimed slopes of the RPE. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> - The haul road to the RPEE was stable and well maintained at the time of the inspection. There were no ruts or <br /> erosional problems noted on the road. All of the roadside ditches were clean and appeared to be functioning as <br /> designed. <br /> -The main mine entrance/haul road is a paved road. The road was well maintained and stable at the time of the <br /> inspection. <br /> SLIDES and DAMAGE-Rule 4.12: <br /> -The HR-1 slide area was stable at the time of the inspection. West Elk was working on removing the access road <br /> to the lower portion of the slide area. The road is being removed to help further stabilize the slide area.
