Temperatures were chilly in the
morning, and warmed quickly through the day to around 55 degrees.
The Well Field,West Mine, and Timber Storage Area were inspected on the 17th; the records
check and inspections of the Paonia Loadout, and East Mine were accomplished on the 18th.
AVAILABILITY OF RECORDS —Rule 5.02.4(1):
• The mine's permit records were available for review at BRL's offices, located at the Bowie
No. 2 Mine surface facilities. A completed DRMS Availability of Records form is attached
to this report.
• As detailed in the Comments portion of the records form, the information on Emission
Permits issued by the APCD appears to be outdated, and has not been updated since
September 2004. Please submit a Minor Revision to the permit to update the Volume 9 Air
Quality section with any current, valid air permit information.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall
Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials
4.14.3; Stabilization of Rills and Gullies 4.14.6:
• Backfilling and grading for all areas of the permit has been accomplished, with the exception
of the Paonia Loadout.
• No problems will rills or gullies were noted. The West Mine slope is well-vegetated, and
slopes at the East Mine and Timber Storage Area were roughened during reclamation by the
use of an excavator. This technique has been found to successfully discourage erosion from
occurring.
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2 Page 2 of 11
