Compliance With Mine Plan N - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> NA -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the New Horizon North Mine conducted on October 29,2013 by Mike Boulay of <br /> the Division of Reclamation,Mining and Safety Grand Junction Field Office. Ross Gubka and David Anderson of <br /> Western Fuels-Colorado and Chris Gilbreath of Tri-State Generation and Transmission Association,Inc. (Tri- <br /> State)were present during the entire inspection. Weather conditions were cold and raining. Ground conditions <br /> were wet. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> We inspected the perimeter of the site and the active pit area. The overburden stockpile (see Photograph No. 1) <br /> and the 2 topsoil stockpiles were inspected at the southern limit of the site. As seen in Photo No. 1,the bench 2 <br /> material is placed on top of bench 1 one overburden. Pond 001 (see photograph No. 2)is fully functional and was <br /> retaining some water well below the level of the principal spillway at the time of the inspection. Perimeter ditches <br /> were well constructed and functional. Overburden was being loaded and hauled from the pit with haul truck and <br /> shovel. A small coal stockpile is located to the northwest of the pit. A wide angle view of the current active pit is <br /> shown in Photograph No. 3.
