Particulate Matter: 4.99 tons per quarter and 19.95 tons per year.
PM 10 (Particulate Matter <10 tur): 2.02 tons per quarter and 8.08 tons per year.
During the first hyelve (12) months of operation, compliance with both the quarterly and yearly
emission limitations shall be required. After the first twelve (12) months of operation, compliance
with only the yearly limitation shall be required. Compliance with the yearly emission limits shall be
determined on a rolling twelve (12) month total.
The permit holder shall calculate emissions monthly and keep a compliance record on site in
order to demonstrate compliance with the above emission limitations. After the first twelve (12)
months of operation, the permit holder shall calculate annual emissions by the end of each month.
Annual emissions shall be calculated based on the previous twelve (12) months' emission data.
These calculated annual emissions shall be used to demonstrate compliance with the yearly
emission limit listed above.
This source shall be limited to a maximum processing rate as listed below and all other activities,
operational rates and numbers of equipment as stated in the application. Monthly records of the
actual processing rate shall be maintained by the applicant and made available to the Division for
inspection upon request. (Reference: Regulation 3, Part B, II.A.4)
Processing of coal shall not exceed 750,000 tons per quarter and 3,000,000 tons per year.

production limitations shall be required. After the first twelve (12) months of operation, compliance
with only the yearly limitation shall be required. Compliance with the yearly production limits shall
be determined on a rolling twelve (12) month total.
The Division's approval of the control plan is based on the submitted production level as listed in
condition number 5. Prior to any increase in daily or annual production rates, the applicant shall
submit an Air Pollutant Emission Notice and Control Plan revision which will be subject to Division
review and approval to ensure compliance with the National Ambient Air Quality Standards for
particulate matter. Records of the actual production rate shall be maintained by the applicant and
made available to the Division for inspection upon request. (Reference: Regulation 1. III.D.1.b.)
This activity shall not result in the exceedence of the following emissions of fugitive total
suspended particulates (TSP) and fugitive particulate matter of less than ten microns (PM10).
These ernission limits are based on the production rates listed above. The Division assumes that
these levels are being met if the control measures stated in the approved control plan are followed
and the stated process rates are not exceeded.
Total Suspended Particulate 2.59 tons per year.
Particulate Matter (PM 10) 0.72 tons per year
A Revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Reg. 3. Part A,II.C)
