New Horizon Mine <br />2012 ARR Review <br />Annual Reporting, Permit <br />Irrigation - Report the date when <br />Some information on irrigation was provided under the " Revegetated Land Fertilizer Rates <br />An irrigation report was not included in the ARR, however, this information (area, when irrigated, how much, how long) was provided in <br />page 2.05.4(2)(e) -74 <br />water is turned on and which <br />and Pasture Yields" heading in the ARR. The CC Ditch water was then cut off on 10/6/12 according to the ARR. The irrigation tracking worksheets <br />indicate that irrigation began on 4/27/12 and ended on 10/15/12. The IP Reference area was irrigated beginning 4/30/12 through <br />10/15/12 according to the ARR worksheets. PLEASE PROVIDE A WAY TO TRACK WHERE THE DATA IN THE ARR ARE COMING FROM, I.E., <br />WHICH DATA GO WITH WHICH TRACKING WORKSHEET AND CLARIFY WHY THESE DATA DO NOT MATCH (ASSUMING THEY COME FROM <br />TRACKING WORKSHEETS). <br />Annual Reporting, Permit <br />Grazing - Identify the parcels that <br />Attachment 2012 -C includes the Reclamation Management Tracking Worksheets - Grazing. <br />Grazing information provided in the ARR was evaluated for consistency with the Reclamation Management Tracking Worksheets - <br />page 2.05.4(2)(e) -74 <br />were grazed. Report the number <br />Attachment 2012 -D contains grazing allotment estimates. Exhibit 2012 -15 shows grazing <br />Grazing (provided in Attachment 2012 -C of the ARR). Exhibit 2012 -15 shows that only Irrigated Pasture was grazed in 2012, although it is <br />of animals grazing a given parcel <br />areas utilized in 2012. <br />not clear whether the 7 acre STAATS parcel near the IP Reference area is IP or DP when comparing Exhibit 2012 -15 to Map 2.05.4 -5 of PR <br />and the dates the psarcels were <br />6 (Postmining Vegetation- landuse Map). According to the ARR Summary, grazing in the IP Areas (in general) began 12/25/11 and ended <br />grazed. <br />1/24/13 (mid -April for some areas on Burbridge). The IP Reference area was grazed beginning 3/7/12 through 1/5/13. IS THE GRAZING <br />THAT TOOK PLACE IN THE REFERENCE AREA "SIMILAR ENOUGH" TO THAT WHICH OCCURED IN THE IP RECLAMATION - DATES DO NOT <br />OVERLAP COMPLETELY. Average Animal Weight Data were also provided in the ARR. THERE ARE SEVERAL DISCREPANCIES BETWEEN THE <br />TRACKING WORKSHEETS AND WHAT IS REPORTED IN THE ARR. FOR EXAMPLE, THE 11/30/12 TRACKING WORKSHEET (GRAZING) SHOWS <br />THAT GRAZING BEGAN ON 11/25/12 AND ENDED IN "DECEMBER?" FOR AN AREA OF "'109 ACRES WITH 231 CATTLE. THE ARR REPORT <br />INDICATES THAT GRAZING FOR BEGAN FOR AN AREA OF "'107 ACRES WITH 231 CATTLE ON 11/25/12 AND ENDED ON 12/13/12. PLEASE <br />PROVIDE A WAY TO TRACK WHERE THE DATA IN THE ARR ARE COMING FROM, I.E., WHICH DATA GO WITH WHICH TRACKING <br />WORKSHEET AND CLARIFY WHY THESE DATA DO NOT MATCH (ASSUMING THEY COME FROM TRACKING WORKSHEETS). <br />ARR Form <br />Acres in Long Term Mining <br />Exhibit 2012 -13 <br />EXHIBIT 2012 -13 IS LABELED "2012 LONG TERM DISTURBANCE" HOWEVER THE LEGEND ITEM IS LABELED "LONGTERM DISTURBANCE <br />EOY 2011 108.3 AC." PLEASE VERIFY THAT THE AREAS SHOWN IN THE EXHIBIT ARE FOR THE CORRECT YEAR. FURTHERMORE, THE ARR <br />FORM INDICATES 89.8 ACRES OF LONG TERM MINING. PLEASE INDICATE WHICH IS THE CORRECT FIGURE. <br />ARR Form <br />Acres in Active Mining Areas <br />Exhibit 2012 -12 <br />Total active mine area for 2012 as depicted on Exhibit 2012 -12 and indicated in the ARR Report is 174.7 ac. DOES NEW DISTURBANCE <br />GET COUNTED AS ACTIVE MINE AREA? THE ARR FORM INDICATES 164.75 ACRES OF ACTIVE MINING AREAS - SHOULD THIS BE THE SAME <br />AS THE 174.7 ACRES OF 2012 ACTIVE MINING INDICATED ON EXHIBIT 2012 -12? <br />ARR Form <br />Acres Seeded /Planted for the <br />ARR Form <br />The cumulative total reported in the ARR Form (512.52) corresponds to the ARR Report text.CONSIDER CHANGING THE HEADING IN THE <br />Last 10 Years or more <br />ARR REPORT TO SOMETHING INDICATING CUMULATIVE TOTAL, NOT ACRES SEEDED /PLANTED FOR THE LAST 10 YEARS OR MORE. <br />Annual Reporting, Permit <br />Soil Fertility Testing reports and <br />Exhibit 2012 -9. Based on this exhibit, it appears that fertilizer was applied to multiple parcels totalling 272.9 ac on April 3 & 4 2012 at a rate <br />indicated on the exhibit. PLEASE ADD AN ITEM TO THE LEGEND IN EXHIBIT 2012 -9 FOR AREAS WHERE FERTILIZER WAS APPLIED. ALSO, <br />THE ACREAGE REPORTED ON THE APRIL RECLAMATION MANAGEMENT TRACKING WORKSHEET - MISCELLANEOUS WAS 287 ACRES, <br />WHICH DOES NOT AGREE WITH THE 272.9 ACRES REPORTED ON EXHIBIT 2012 -9. ALSO, THE RATE CALCULATIONS NEED TO BE <br />CORRECTED ON EXHIBIT 2012 -9 FROM 272.9AC'40LBS TO 272.9AC'43LBS AND FROM 272.9AC'114LBS TO 272.9AC'117LBS.
