NMD and WMD (Panels 17- through 25- Right, and 12- through 17 -Left; PR 03 -06, PR06 -07, and PR09- <br />Subsidence Control Plan - Proposed mining in the remaining portions of the NMD and longwall mining in the <br />WMD should not result in material damage or diminution of reasonably foreseeable use of structures or <br />resources. The potentially affected structures within these areas have been previously identified and discussed, <br />and include: the Twentymile Sandstone; RCR27, RCR37A, and Ranch Roads; powerlines, the Union Pacific <br />Railroad Spur, Fish Creek and its associated AVF, stock ponds, and water monitoring wells. <br />RCR27 - TCC has gained considerable applicable experience with the response of existing roads to <br />undermining and subsidence through previous undermining of RCR27 and RCR33 in the SWMD and EMD. <br />Experience confirms that subsidence does not significantly change road configuration or disrupt use of the road, <br />since any resulting changes in road elevation and gradient are gradual and incremental. Significant changes in <br />elevation/gradient may result in tensile or compressive forces that may cause localized cracking or buckling of <br />the road surface. In either case, gravel will be placed as a temporary repair, then hot tar or asphalt will be used <br />to fill any cracks or voids. For larger areas of cracking or buckling, or where heavy loads or traffic is <br />anticipated, a permanent asphalt overlay may be appropriate. Ranch roads are either dirt- or gravel- surfaced. <br />Any damage to these roads can be readily repaired by regrading the road. Any necessary temporary and <br />permanent repairs, assure that material damage or diminution of reasonably foreseeable use of roads does not <br />occur. <br />Powerlines - TCC does not anticipate any material damage or diminution of reasonably foreseeable use for the <br />affected powerlines. Previously TCC has undermined and/ subsided powerlines in the EMD and NMD without <br />any significant damage or disruption in service. The powerlines overlying the 19 -Right Panel and 13- through <br />17 -Left Panels should react in the same manner. <br />Union Pacific Railroad (formerly Denver & Rio Grande) - In reference to the Union Pacific Railroad, this <br />rail -line will be subsided, but no material damage or diminution of reasonably foreseeable use is anticipated. <br />The subsidence projections indicate there will be grade change within the course of the track. However, TCC or <br />representatives of the railroad will be inspecting the track on a periodic basis during the subsidence period. In <br />the event there are grade changes which could disrupt rail traffic, the railroad tracks will be repaired <br />accordingly. The anticipated repair would focus on releveling the track and having a slow -speed restriction on <br />during that time period. The monitoring and repair of the track will occur until mining of Panels 17 -Right and <br />18 -Right in the NMD have been completed. During repair of the track, it is anticipated additional ballast will be <br />required to re -level the track. This will be replaced on an as- needed basis. Either TCC or Union Pacific will <br />stockpile additional ballast for the repair work. The track has been successfully subsided by TCC since the <br />mining of the 9 -Right Panel.
