permit area. The three holes at each site will monitor overburden, coal <br />zone, and underburden respectively. Baseline data collected between <br />October 1988 and September 1999 are given in Attachment 2.04.7 -2. <br />During March 1999, two underburden monitoring holes, GW -N13 and GW- <br />N19 were plugged and abandoned. Pursuant to the Phase III bond release in <br />December, 2002, the following ground water monitoring wells were <br />plugged and abandoned: GW -N1, GW -N10, GW -N11, GW -N24, GW -N25, <br />GW -N26, GW -N28, GW -N4, and GW -N4R. Monitoring wells GW -N8, <br />GW -N9, and GW -N27 are being left open but will not be monitored until <br />the Division requests. Well GW N12 was transferred to Montrose County. <br />Surface and ground water monitoring station locations are shown on map <br />2.04.7 -1 -A in the permit. <br />b) All wells in the area will be monitored monthly for water levels adjusted to <br />MSL and samples will be collected on a semi - annual basis for water quality <br />parameters. <br />2. The applicant will conduct monitoring of surface water in a manner approved by <br />the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iii) and <br />includes the following: (4.05.13(2)) <br />a) The baseline program (New Horizon 2 - July 1986 to July 1987) included <br />monthly visits to maintain, service, take flow measurements, take field <br />parameters and collect full suite water quality samples. Results of this <br />program are discussed and tabulated in Section 2.04,7 of the New Horizon 2 <br />permit application. <br />b) The current monitoring program at the New Horizon Mine 2 consists of- <br />Monthly field parameters and semi - annual full suite water quality samples. <br />c) NPDES sites at Mine 1 were terminated with the approval of the Phase III <br />bond release. NPDES sites at Mine 2 (sediment pond outlets) will have <br />monthly maintenance, service, flow measurements, field parameters and <br />quarterly full suite water quality samples. <br />H. Stream Buffer Zones <br />The Division proposes to approve surface mining activities within 100 feet of a <br />perennial stream. This decision is based on a finding that the original stream channel <br />will not be disturbed, water quality and quantity shall not be adversely affected, and <br />appropriate riparian vegetation will be reestablished. The buffer zone variance is <br />granted for the area located along the southern disturbed area collection ditch to Pond <br />007 (4.05.18(1)). The area will be no larger than .4 acre at any time during mining and <br />reclamation activities. <br />30 <br />
