Section B - Rule 4 <br />I. Roads <br />The New Horizon Mine 2 permit area is transected by three separate county roads. <br />Montrose County 2700 Road runs north -south through the middle of the permit area. BB <br />Road is oriented east -west, and intersects with 2700 Road. These two roads were disturbed <br />by the mining operation, necessitating design and construction of the temporary BB Road <br />Detour around the northeastern perimeter of the permit area. In 2008, WFC reconstructed <br />2700 Road along its original alignment and BB Road from the intersection with 2700 Road <br />— eastward. These roadway segments were then opened to the traveling public. The BB <br />Road Detour alignment was reclaimed in the fall of 2009. Mining operations currently <br />straddle the portion of BB Road located west of the intersection with 2700 Road. This <br />segment will not be reconstructed until mining operations are completed. Residents who <br />utilized this road prior to the mining disturbance now use an extension of BB /27 Road, <br />developed around the southwestern perimeter of the permit area through an agreement <br />between WFC, Montrose County, and the Morgan family. The third county road that <br />crosses through the Mine 2 permit area is 5th Street Road, which extends westward from <br />Nucla's 5th Street, across the southern portions of the permit, and intersects with 2700 <br />Road. Details addressing the various county roads impacted by operations at Mine 2 are <br />provided in Attachment 2.05.3(3) -8 and on Maps 2.05.3(3) -8, -9, -10 and -13. <br />Haul Roads <br />Within the disturbed area of Mine 2, WFC has designed and constructed three haul roads: <br />the NE Perimeter, the BB West, and the Southwest haul roads. Plan and profile views of <br />these alignments are provided on Map 2.05.3(3) -8. <br />1. Alternative criteria and specifications were used during the design of haul roads. <br />These criteria and specifications were approved by the Division following an <br />analytical demonstration that the roads will be environmentally sound, have a <br />minimum static safety factor of 1.3, and reclamation can be achieved. The criteria and <br />specifications pertain to the portion of the haul road (5th Street Road) going through <br />pond 007 (4.03.1(1)(e)). <br />2. The applicant has made a demonstration, based on site specific precipitation rates, <br />percent of grade, and soil properties that use of alternative specifications for culvert <br />sizing will not result in increased erosion. The Division has approved the use of the <br />alternative specifications for the culverts on the extension of W. 5th Street <br />(4.03.1(4)(e)(vi)). <br />3. Alternative criteria and specifications were used during the design of the <br />reconstruction of county BB road, 2700 road, 5th Street Road, and the BB /2700 Road <br />detour.
