Pineda <br />Director <br />The Division has received and reviewed BRL's report of the 3rd Quarter 2013 Coal Mine Waste Bank <br />Inspection and Instrumentation Monitoring for the Bowie No. 2 Mine. The report included all of the <br />information required by Rules 4.10.1 and 4.09.1(11), and noted no appearance of instability, structural <br />weakness, or other hazardous conditions. Observations on the gob piles are consistent with Division <br />observations during the quarter. <br />There is mention of a tree growing in the east diversion ditch that needs to be removed, and that the <br />issue was discussed with the operator. Please advise the Division when this maintenance has been <br />completed. We will also continue to monitor this issue during our normal site inspections. <br />The report identifies a 1.25:1 slope in the central portion of the pile where material is being cast over <br />for compaction activities. It is our understanding that BRL is currently working to correct these slopes as <br />part of the ongoing routine grading and compaction operations. <br />The report indicates that 92 of 92 compaction tests /retests passed, and that there are currently no <br />outstanding density test failures. This is consistent with the Division's record of compaction tests. <br />The instrumentation monitoring section of the report indicates that instrument readings are consistent <br />with the stability evaluation of the pile performed in 2008. Reported on site observations by Buckhorn <br />do not indicate any stability concerns at this time. <br />We have no questions or concerns with the 3rd Quarter Coal Mine Waste Bank Inspection and <br />Instrumentation Monitoring reports as submitted.
